The short version79 words
An SVG file is an image saved as text: a list of shapes, each with its place and color, that any web browser draws sharp at any size. SVG stands for Scalable Vector Graphics, the W3C's open format since 2001, saved with the .svg extension. Logos, icons and cut files use it; a photo stays a JPG or a PNG. A browser opens one, a text editor or Inkscape edits it, and a converter makes one from any image.

Yes: it is the web's own vector format, unless someone saved a picture's pixels inside it.
For anything drawn, yes; for a photo, no.
Shown as an image on a web page, its scripts do not run. Opened on its own in a browser, it behaves like a web page, so treat one from a stranger like a link. VecSnap's files hold shapes only.
Yes, with CSS or with its own animation elements, which current browsers play.
Yes, at any size. A print shop often asks for a PDF instead; VecSnap gives you both from one image.
Export it from a vector editor at the size you need, or download the PNG beside the SVG in VecSnap.
