Will a transparent background stay transparent?

Does converting a PNG to SVG lose quality?

No, when the converter draws shapes. Up close, a PNG shows its pixels and a drawn SVG shows clean edges. Some converters only put the pixels inside an SVG file: open the file in a text editor to tell.
